What the difference between "expiry date" and "best before XXYYZZ"?

I think "expiry date" means after that date, you are advised not to take the food/use the product. Whereas for "best before XXYYZZ", you can eat/use at your own risk (a little like the law of diminishing returns, this time against time instead of quantity).
