I think the best we can do is to inform the police, taking note of time, position, eye witnesses present and any screams heard. Given the injuries sustained by the victim, there would be little first responders can do, even with first aid training. Probably administer CPR, if there's an AED avaliable, hook him up with it and monitor his lifeline.
This is not an isolated case, some weeks back, I remember someone taking a video of an assult and posted it on the web, many onlookers were watching the stabbing as if it was a film, it went on for several minutes before a man grabbed a motorcycle helmet and came to the victim's rescue.
Remember the gang "punishment" of the secondary school girl being recorded and posted online?
I can almost imagine a heart attack victim dying right in the taxi queue of a hospital because noone bothered to carry him into A&E 10 meters away.
The gang incident is different, 'cos if I remember correctly, weapons are involved.
It's not so much of what they can do to the victim. It's the fact that they didn't even bother to call the relevant authorities (hello, walking away as if nothing happened? Don't think they are suffering from shock). How hard can keying "999" be?

well, they're just afraid to be implicated/called in for eye witness ba, they'll just say aww poor thing, but nothing much i can do without troubling/implicating myself... walk away...
